I purchased a clothing item brand new and it's too small.  It has the tags still on it and I'd like to return it if possible.

You need to contact the seller and let them know what the problem is and they will tell you how to go about returning it for a refund. You will be responsible for paying return shipping with delivery confirmation. If they won't accept a return then come back here for more advice.
