How does eBay permit a buyer to continue on eBay when he doesn't pay 40% of the time?

An item I listed was purchased but has not been paid for two weeks now. His record shows he's had 11 purchases on eBay with 4 never paid. Why does eBay allows this guy to continue this fraud?

So you filed UPI and he got a strike? Maybe none of those other sellers did that.

If sellers don't file the UPI's then the buyer goes right along with no consequences. Hopefully you did file the unpaid item dispute?

Have you filed an unpaid item report? Have you set your preferences to block bidders with more than 2 unpaid item strikes in the past 12 months?

There is no way for ebay to keep track of his unpaid item record unless sellers  who don't get paid open unpaid item cases. And the best way to protect yourself from buyers with unpaid histories is to set your buyer requirements.

The reason he is still around is because 4 sellers violated ebay policy by making improper positive feedbacks instead of filing unpaid item disputes as they should have.

If at least two of them had done that (and you of course had your blocks set up properly) then you would never have even know this clown existed as he could not have bid on your items.

Wish my fingers would pay closer attention to what I spell correctly.
