How is it allowed that a buyer makes a claim against seller, stating they received the wrong item; when it has not even been delivered yet?

This buyer has not received the item yet; yet is demanding a partial or full refund stating it is the wrong item he received. Please check this carefully, please check the tracking number. Okay, so a few days ago I saw something on Ebay about new international shipping rules..But, I can't find them now.

I saw something about shipping to like an Ebay hub and they would take care of the rest? What was that all about. I went ahead and allowed for all of my listings to ship international. I sold one and the shipping was $35.26 for 4lb package to Canada. Probably only about 200 miles from my home. The buyer said he wasn't going to pay $35.26. I was using calculated shipping.
