Error 70268 when paying with credit card - I cannot pay for item.

Hello, I am new on eBay, and yet I have problem. I bought an Item and I am trying to pay for it. I do not have PayPall so I am trying to pay with credit card. when I input all the credit card information and click 'continue' then there is another screen to confirm and I click 'Pay' button. and then I get the error code 70268. in 'MyeBay' tha payment is still awaiting. I have just won an item i was bidding on and was about to pay for it then the seller sent me a message saying the item was no longer for sale, are they allowed to do this? As I have already won it I don't think this is fair!

Non paying buyers

I have had 3 non paying buyers this week ,since last November 15 this is ridiculous,I have had to file 15 unpaid item cases ,I know there is nothing I can do to stop this from happening but it is terrible we can't stop this !
