If an eBay seller had less than 10 sales would payment for an item be held until item was mailed and tracking number be entered for the funds to be released?

I have purchaced 3 cat toys from user no longer registered at eBay: cathouse*org*uk. He had 10114 sales and excellent rating at the moment of sale, and now he's gone from eBay - no longer registered.
I've opened a case because I didn't receive those 3 items. I thought I've opened one case for all 3 lots, because I made a payment in one transaction. Today I received partially refund from eBay (GBP 15.26 for 1 item. I've sent them GBP 44.62 for 3 lots).
Are there any chances I will get back...

I won an auction. The seller sent an invoice. She asked if I would like to purchase shipping insurance and she would send another invoice. Isn't shipping insurance protecting the seller against damaged items?

I sent item to Moscow on 4/16/2013. It was insured. Took over 30 days to deliver. Is no longer under the "sold" listings. How do I claim the insurance?

I had a “not as described” case open and close in ebay. Case was for 4 crystal glasses for $100, one of which was sold as scratched, and she says when she got them one was shattered (scratched one??). Didn’t ask her to return it. I correspended twice with buyer, and agreed that a $25 refund was ok and she’d keep the other 3, but she failed to respond to ebay’s official request to accept the offer of a refund of $25.00, so the case offically closed with no refund given. Riding lawn mowers seem to be excluded from eBay Buyer Protection. Is this correct? What are the details?
If a riding lawn mower lists that it is covered by standard eBay Buyer Protection, how do I protect against seller's scams (item different than pictured, etc).

if you buy insurance is there a way to cover the cost of shipping also? I had an item get broken during shipping, I am covered for the cost of the item but, now I have to cover the shipping fees myself?

Found a great deal on a car at craigslist. Seller suggest to use e-bay as escrow to hold funds until transaction is satisfactory to both, buyer and seller. I think that's great especially since the vehicle is out of state and it needs to be shipped to me.
However "e-bay motors" e-mails me an invoice, propery numbered with a transaction number and all, but "e-bay" wants me to send $1,000.00 dollars as deposit via Western Union to one of their agents. They give a persons name and address, not...

I have a case in the Resolution Center for non-receipt of a purchased item. A week has passed since the deadline for seller response and there has been no response. I am advised that the case is now eligible for escalation to Customer Support for review. Everything I have tried to "escalate" just goes round and round, bringing me back to where I started in the Resolution Center. How do I escalate the case?

I sold an item and suggested the purchaser buy postal insurance for the item to protect him. He states that I am supposed to pay the insurance and the package is MY responsibility until he signs for it. When I sell something and ship it in the manner the purchaser requests, shipping, handling and insurance should be on him, as FOB shippers dock.
What is he talking about?

I asked seller to insure item (antique window panels) and offered to pay for insurance. One of the pair arrived broken. He said Fed Ex insured for $100 and he paid for an additional $100 of insurance. Item cost $212. Seller said to bring item with packing to Fed Ex Office.
My first time buying on EBay. Is this the correct protocol to follow?

I had listed a piece on ebay. I put in the weight and size of package I said to calculate by bidders area. It told me 8.65. I put on line and I wrote to winning bidder and told him I would take piece to post office the next day to get him exact postage and insurance. about 5 minitues later I get email from the buyer and he tells me he already paid for it. The insurance for the package alone was 9.10 and the total for shipping came to 20.85. Now he paid 8.65 and wants me to eat the other 12.20....

Got charged $50 for transport insurance . Driver kept postponing delivery to from 6 to 10:30 pm and took off before I got the car in garage and parking brakes were broken and locked on. Have not been ablbe to drive.
