When I'm trying open the case I'm getting message: 

 

"We're sorry there's a problem with this purchase.Unfortunately, you're no longer covered by eBay Buyer Protection.Please contact the seller- opens in a new window or tab to work things out.'''

 

How long is it takes? Is it for ever?

When I will be able to open the case? 

I have 650+ positive feedbacks and I'm don't want open new account.

What ebay is telling you is the case you are trying to open is past the 45 day limit. Your account is ok for future transactions, but you only have 45 days to open ANY buyer protection cases.

 

You will never be able to open a case for this transaction because you waited too long. sorry

Have you filed many disputes against sellers? eBay will deny buyer protection from those buyers who have opened an excess amount of disputes. If that's the case then it will be permanent.

You should have been told previous to this that you would no longer be covered. And AFAIK, this is forever. Opening a new ID won't change this. The non-coverage applies to you, not to a particular ID.

Yes, it is forever.  eBay keeps track of cases you open and after some predetermined number they ban you from opening more.  This will happen even if you opened a case for a good reason.  eBay just looks at the total number and puts a stop to it to protect sellers from buyers who seem to be abusing buiyer protection.

 

Opening a new account will not help you.  eBay has ways to know that you are the same person opening a new account and can ban you from eBay if caught.

If you have opened 50 cases in 18 months that is why eBay will no longer offer you buyer protection. If you are having trouble with items coming from China then you should stop purchasing from those sellers and find better sellers. There is nothing you can do about the loss of your buyer protection now.

If I'm bought 1000 items in 18 months 50 cases it's only 5%

You are either past the 45 day limit for the item you haven't received, or you have lost Buyer Protection due to filing too many claims. 

 

Either way you will not be able to open a case. 

 

If it hasn't been 45 days then your buyer protection had been denied due to abusing the claims process. Namely, filing too many claims. If eBay suspects the problem of not receiving items is on your end they will do that. If your sellers have proven they mailed the items and they showed them getting to your country then you need to contact your customs office and find out where your package is. Or maybe the problem is mail theft in transit after it leaves the customs office. Maybe items are being stolen from your mailbox. Maybe you live in a location where delivery can't be confirmed and eBay figures you might actually be getting the items but claiming you aren't. eBay Protection is like insurance. If you file too many claims with your insurance co they will drop you.

50 cases in 15 months averages out to over 3 cases per month being opened and very excessive - abuse of the Buyer protectionby E-bay standards.

You can continue to buy on E-bay but you will no longer be able to open any cases for Item Not Received noe Not As Described so run the risk of not receiving your item or receiving an item that is the wrong size, wrong color etc without being able to do anything about it.

Did you first contact the sellers involved to allow them to resolve before you opened cases? If you went straight to opening a case then that is where the problem started.

Were the majority of cases INR (Item Not Received) and did you receive the items after you were refunded and then not repay? Sellers could then reported you as a problem buyer which adds fuel to the fire of eliminating your buyer protection.

Were the INR cases opened and closed and the item was never received where the mode of shipment was a low cost method? That points to a problem with either your countries customs or postal system being corrupt with the shipments being stolen and lost. After a few cases you should have only purchased where shipping involved tracking and delivery confirmation. Chinese Sellers have the ability to ship via Fed-X, UPS and DHL. All those carriers process shipments through a country's customs and then deliver outside a country's postal system.

 

The suspension in Buyer Protection is permanent so if you continue to purchase you accept the risks involved
