Search Deals Box at top of Saved Seaches pages

The "Search Deals" box (witth scissors) at the top of Saved Searches is a real impediment to being able to smoothly go down  a saved search list. I find that if I click on an item, then return to the Saved Search, it takes 10-15 sec. until the list settles down and stops jumping up and down, probably because this stupid "Search Deals" box takes longer to reload than therest of the list does. And I never know where the list will settle down at, whether I'm above or below the point I left the list at earlier.

 

This Search Deals is unwanted since ebayers know what they are looking for - they don't have to be "sold" by ebay advertisements, as this is. I tried deleting this box. following instructions (in the "ad info"), but I got nowhere. I called ebay twice about this - they said they'd have the techies fix it - but it's still there, interfering with my Saved Searches. Anyone else with this problem or know what can be done about it?
