Quantity: 2
Paid: US $27.96 on Sep-20-12 via PayPal
Nov-06-12 I has contact with seller
Nov-07-12 Seller promised to reship items
Dec-12-12 I tried to use Ebay buyer protection, but it works only for 45 days afer purchase.
How can i return my $27.96?

You answered your own question:

If your payment was funded by credit card, you could try to do a chargeback.
